Title I
Title I, Part A of the Elementary and Secondary Act of 1965, reauthorized by the No Child Left Behind Act of 2001, is the largest federal assistance program to our nation's schools.
The funding flows from the US Department of Education through the VA Department of Education to Chesterfield County Public Schools. Title I funds must be used to supplement, not supplant or take the place of what is provided by the local school district for all other schools and all other students in the schools.
Title I schools are selected according to their percentage of poverty based on students' eligibility for free and reduced lunch. The schools are served in rank order beginning with the highest poverty schools. Title I is providing services in 10 elementary schools for the 2008-09 school year.

There are 2 kinds of Title I programs:
- Schoolwide programs have a free and reduced lunch rate at 40% or above. In these schools Title I dollars may be spent on programs to benefit all students, staff, and families in the school.
- Targeted Assistance programs have more restrictions on how the funding can be used. Title I money can only benefit students who have been identified as having an educational need.
Title I funding provides a variety of resources and services to the Title I schools in order to increase student achievement and to meet the Virginia State Standards of Learning. Such services may include:
- Additional instruction to students who need assistance to improve their reading, writing, and mathematics.
- A variety of instructional approaches and materials which complement the county's language arts and mathematics curricula.
- Individual and small group supplemental instruction by highly qualified teachers and paraprofessionals.
- Pre-kindergarten programs for eligible students are at the following elementary schools:
Bellwood, Chalkley, Ettrick and Falling Creek.
- Before/after-school programs.
- Supplemental assistance for Title I students to attend the district summer sessions.
- Activities to strengthen parent/family involvement through conferences, workshops and home visits.
